Ordinance should state this explicitly.

Section 5(a) and (c): On general principles it is

desirable that a guard should be required to challenge

more than once before firing; this could be provided

for by the Governor when giving directions under

S.4(2). It may be that conditions in Hong Kong are

such as to make it undesirable that a guard should

have to challenge more than once but I think the

point should be brought to the Governor's attention.

It might also be advisable to require more than one

challenge under S.8(a).

General: The provisions of this Ordinance are

designed to meet an exceptional state of affairs

and it would be wise to ensure that they are

reviewed from time to time. This could be done by

amending the Oruinance so as to provide that it shall

expire after a stated perioa (say 6 months) unless

further extended for a limited periou by the

Governor by Proclamation (c.f. Singapore Ordinance

No. 15 of 1946).
